Policy brief: The New Anti-Racism Strategy – A Defining Moment for Europe’s Future
ENAR welcomes the opportunity to contribute to the shaping of the next EU Anti-Racism Strategy. This policy brief reflects several years of sustained advocacy, in-depth research, and extensive consultations with our diverse network of members and allied organisations. It calls for a renewed strategy that moves beyond fragmented measures and voluntary commitments towards a systemic framework that directly tackles structural racism in Europe at its roots.
Our contribution emphasises the need to centre intersectionality, decoloniality, and community-led approaches in order to confront the multiple and overlapping forms of racism experienced by racialised communities. The brief provides a detailed analysis of the shortcomings of the current Action Plan and sets out a clear roadmap for embedding racial justice across EU policy domains, including migration, digital rights, law enforcement, climate justice, and economic governance.
ENAR’s contribution to the Anti-Racism Strategy was developed through extensive consultations with its network members, who shared input across several rounds of dialogue. This was complemented by in-depth research conducted by ENAR’s advocacy officers, as well as research publications and briefs by ENAR and friends. Special thanks also goes to the European Anti-Poverty Network for their contribution to the section on Economic Justice and Employement.
