Call for a consultant - Impact assessment and strategic planning


Evaluation of ENAR’s performance and impact up to 2019 and identification of issues, challenges, opportunities and recommendations for ENAR Strategic Plan 2022-2024


ENAR is the only pan-European anti-racism network that combines advocacy for racial equality and facilitating cooperation among civil society anti-racism actors in Europe. Our members are present in 28 countries across Europe.

ENAR’s aim is to end structural racism in the European Union and to build structures, institutions and attitudes based on race equality and equal distribution of power, privileges and rights.

The organisation is now preparing to renew its strategic plan for 2022-2024. At this point ENAR is halfway through its current strategic plan 2019-2021. ENAR would like to initiate an assessment to measure progress towards our current strategic objectives and impact, with a view to also consider the perceptions of ENAR’s role and impact carried on from previous years. This is a crucial moment for the organisation to ensure our relevance and efficiency for racialised people.

We are seeking a consultant with excellent organisational skills to develop and implement an evaluation with the following objectives:

- to assess the relevance, quality and impact of ENAR’s work on those ENAR is seeking to influence on the European level
- to assess the views of ENAR’s members, regarding the work that ENAR does in terms of relevance, quality and impact but also the services provided by and to ENAR
- to identify issues, challenges, opportunities and recommendations for ENAR Strategic Plan 2022-2024.

In the application, the consultant will briefly present us with the methodology, key activities and the process they plan to develop and implement with a proposed timeline (see ‘Timeframe’ below). The applicant is encouraged to indicate particularly their plans to conduct the following actions, which are not to be taken as an exhaustive list of actions under this consultancy:

- Surveying relevant stakeholders (to be agreed with ENAR)
- Surveying members and candidate members
- Gathering relevant data/information from ENAR’s staff
- SWOT analysis of ENAR or one of ENAR’s areas of action and/or processes (to be determined with ENAR).


The key output is a slide pack report designed both to show the results and to circulate as a report, including edits following the presentation to ENAR members (see 2nd output).

The second output is a PowerPoint Presentation summarising the report, methodology, key findings and recommendations, which is to be presented during the General Assembly (GA) on 15 or 16 May 2020 by the Consultant to the membership.


ENAR staff and Board will:
- be available for interviews and to comment on the draft report
- provide the contact details of ENAR members and the relevant stakeholders; if necessary support the consultant to establish contact with them (exceptionally)
- organise the GA session for the consultant’s presentation of their evaluation and recommendations.

Timeframe and fees:

The contract starts on 15 February 2020 and should cover maximum 10 days of work. All surveys, whatever the method, and the recommendations should be finalised on 30 April 2020.

The Consultant must be available for the presentation of the report during the GA (15-16 May 2020). This will be invoiced separately.

Other costs:

ENAR will not cover communication costs. Travel (train or flights) and accommodation for meetings in person with ENAR staff, Board Members and stakeholders will be covered directly by ENAR according to EC’s financial regulations.

The successful candidate will have:

- A relevant higher education degree or equivalent experience
- Excellent evaluation skills, proven experience of designing surveys and undertaking interviews
- Knowledge of civil society movements including, but not limited to, social justice and the anti-racism movement
- Knowledge of a range of analytical or statistical techniques and experience of analysis of data and presenting research results
- Fluency in English (speaking and writing) is essential. Proficiency in other languages would be an asset.
