Shadow reports

 
ENAR’s Shadow Reports cover a period of 12 months. They are not a scientific study of the state of racism or discriminatory practices in EU Member States, but a compilation of information and data collected by its member organisations, a vast network of NGOs working on anti-racism, the protection of human rights and the provision of legal and other support to those facing discrimination, unequal treatment and marginalisation in the European Union.

Racism is a reality in the lives of many ethnic and religious minorities in the EU. However, the extent and manifestations of this reality are often unknown and undocumented, especially in official data sources, meaning that it can be difficult to analyse the situation and to establish solutions to it. Even where there is extensive official data, NGOs offer a vital alternative data source that comes directly from experiences of those individuals and communities experiencing racism on a daily basis.

The ENAR Shadow Reports are produced to fill the gaps in the official and academic data, to offer an alternative to that data and to offer an NGO perspective on the realities of racism with the EU and its Member States. NGO reports are, by their nature, based on many sources of data, official, unofficial, academic and experiential. This allows access to information which, while sometimes not backed up by the rigours of academic standards, provides the vital perspective of those that either are or work directly with those affected by the racism that is the subject of the research. It is this that gives NGO
reports their added value, complementing academic and official reporting.

2008 Shadow Reports on Racism in Europe

ENAR produced 22 country-specific Shadow Reports in 2009. The reports deal with the many faces of racism and discrimination in Europe at both legislative and local level, from policy to practice. They are a compilation of grassroots data collected by a large network of NGOs.

Special fact sheet on manifestations of racism in employment in Europe (September 2008)

ENAR has issued a fact sheet presenting key findings on manifestations of racism in employment, based on the 2007 national Shadow Reports on racism prepared by ENAR members.

Special Shadow Report on the situation of Roma in Europe (September 2008)

ENAR has issued a comparative European Shadow Report on the experiences of Europe’s largest minority, the Roma. This special shadow report consolidates available data and information on the basis of findings related to Roma, Sinti and Travellers from the 2007 national shadow reports on racism in Ireland, Hungary, Slovakia, Czech Republic, Romania, Bulgaria, Poland, Italy, Latvia, Lithuania, Estonia and the United Kingdom. Despite the lack of data, it reveals an alarming picture and urges for renewed focus and a collaborative approach to combat anti-Gypsysm and Romaphobia and to secure real change.
