General policy papers
In order to present ENAR's vision of a world without racism, the Network elaborates General Policy Papers. General Policy Papers articulate overall principles on particular policy issues of concern. They are adopted by the Board following detailed reflection and discussion within the Network.
General Policy Papers are concise statements of ENAR's objectives and inform the day-to-day policy work of the Network.
General Policy Paper 6
Advocating for a human rights-based approach to migration is a duty in the context of the protection of fundamental human rights, and a strategic priority in the eradication of all forms of racism. Consequently this ENAR paper elaborates five key principles:

A positive political discourse must be promoted.

Anti-discrimination legislation must protect everyone living and working in the EU.

Effective policymaking must be ensured at all levels.

The EU must be an inclusive participatory democracy.
-
The international dimension of migration and asylum policies must be recognised.
General Policy Paper 5
In order to drive and support the elimination of racial discrimination, promote inclusion and diversity in education and training systems, and enhance the educational attainment of ethnic minority and migrant pupils across Europe, ENAR proposes four key principles which should underpin all actions:

Education is central in addressing the challenge of social cohesion and promoting solidarity and non-discrimination in a more diverse Europe.

Education and training systems must instill values of respect, diversity and challenge prejudice. The systems themselves must be free of discrimination at all levels.

Education and training systems must ensure access to quality education for all that adequately addresses underachievement and educational disadvantage.

Better partnership must be promoted between formal and non-formal education and training systems and civil society.
General Policy Paper 4
This General Policy Paper proposes five key principles which should underpin all counter-terrorism actions in order to ensure that efforts to combat racism and terrorism are mutually reinforcing:
- Terrorism is an extreme form of intolerance which represents a serious threat to fundamental rights.
- Counter-terrorism must be conducted in the framework of human rights and anti-discrimination.
- Counter-terrorism measures must not have a disproportionate impact on ethnic and religious minorities.
- Anti-racism is a key element in preventing terrorism.
- Effective counter-terrorism is the result of engagement and participation with all communities.
General Policy Paper 3
Advocating for the equal treatment of third country nationals in the EU is a duty in the context of the protection of fundamental human rights, and a strategic priority in the eradication of all forms of racism. This General Policy Paper elaborates five key principles:

European immigration and asylum policy must respect all international human rights instruments.

Anti-discrimination legislation must protect everyone living in the EU.

All security measures must be fully compatible with fundamental rights.

Positive steps must be taken to ensure equal access to, and the effective enjoyment of, fundamental rights by third country nationals.

Member States must protect fundamental rights in implementing the ‘external dimension’ of migration and asylum polices.
General Policy Paper 2
This General Policy Paper seeks to demonstrate that a European instrument on racist crime is essential, and outlines some of the requirements of such an instrument. It proposes five policy principles:
- Harmonise criminal protections against racism at the highest level.
- Racism must be widely defined in order to ensure an effective response.
- Racism must be identified as an aggravating circumstance.
- Hate crime cannot be excused on the grounds of freedom of expression.
- Combating racist crime requires comprehensive and complementary strategies.
General Policy Paper 1
This General Policy Paper seeks to draw out three key principles which should inform the fight against racism and religious discrimination. These principles are that discrimination on the grounds of religion or belief must:

Not distort the reality of racial prejudice and oppression.

Be subject to comprehensive European anti-discrimination standards.

Not undermine the full realisation and enjoyment of human rights protections.
