Call for researchers : Impact of counter-terrorism and counter-radicalisation measures on groups at risk of racism

We are seeking experienced and skilled qualitative researchers to work on a research project looking at the impact of counter-terrorism on groups at risk of racism and racial discrimination.

As the European Network Against Racism, we have observed how recent terrorist attacks in EU Member States have led to policies and practices based on collective emotions and fear rather than effectiveness. These laws, policies and practices may have a discriminatory impact on ethnic and religious minorities and migrants, however, there is a lack of data and research in this area.

In this study we plan to document the impact of terrorism related criminal and administrative measures on groups and individuals ; and gather testimonies and cases in : Belgium, France, Germany, Hungary, the Netherlands, Poland and Spain.

As compensation for the duties listed below, the researchers for each country shall receive a maximum amount of 2,500 EUR. This payment includes all the researcher’s administrative costs and taxes and when requested VAT. However, this does not include the technical expenses for carrying out the interviews and focus groups.

Key activities and responsibilities

You will carry out the activities below with support from the Senior Research Coordinator and the ENAR team :
1. Conduct focus groups with groups at risk of racism and racial discrimination. We are planning for 3 focus groups of local residents in each case study country. Each focus groups will consist of 6-8 people.
2. Conduct individual interviews with up to 25 key stakeholders including civil society actors, policy makers, practitioners and individuals with direct experience of counter terrorism measures.
3. Conduct desk research on counter-terrorism legislation and policy.
4. Write a research findings report.

Person specification

The successful candidates will be able to demonstrate the following skills and experience :
1. Knowledge and understanding of legislation in the area of counter-terrorism, security, equality and non-discrimination
2. Knowledge and understanding of the groups and communities affected by counter-terrorism policies
3. Research interests in one or more of the following fields : law, criminology, anti-racism, equality
4. Experience of designing, conducting, coding and analysing qualitative interviews and focus groups and including recruiting participants
5. Experience of conducting desk research including reviews of academic and policy literature
6. An ability to analyse and research complex ideas and theories, and apply appropriate methods and concepts to empirical data
7. Experience of research collaboration
8. Experience of writing up research for reports
9. Fluency in local language and English
10. Excellent IT skills : Microsoft Office, Powerpoint, Word, and Outlook and experience of using qualitative data analysis software
